MANILA, Philippines — Dr. Felixberto U. Bustos Jr., has assumed his post as the new president of the National Home Mortgage Finance Corporation, a government shelter agency under the umbrella organization of the Housing and Urban Development Coordinating Council (HUDCC) headed by Vice President Jejomar C. Binay.

A seasoned finance professional with over 25 years of experience in regulated industries and a banking executive who pioneered technical innovations that were institutionalized industry-wide – such as the ATM, integrated voice and data networks, and international remittance systems and an academician who introduced the globally recognized Chartered Financial Analyst (CFA) and FRM designations throughout the country, Bustos was appointed by President Benigno S. Aquino III to lead NHMFC in its mission of becoming the government’s premiere Secondary Mortgage Institution (SMI). He recently took his oath of office at the Office of the Vice President.

Armed with a DBA in Business Economics from the University of the Philippines and an MBA degree from Columbia University, Bustos has contributed to the banking industry in a multitude of ways. Having been a former Executive Vice President of the Landbank of the Philippines and a former Group Vice President in charge of Transferred Assets of the Philippine National Bank, he has committed to make the most of his knowledge and experience in managerial accounting and financial management in carrying out the operation of the corporation as an SMI. Similarly, his familiarity with strategies utilizing information technology is a huge asset to the organization.

Not only has he worked in various government banks, but also in banking institutions in the private sector. Some of the former positions he held include being the Director and Chairman of the Audit and Risk Management Committee of Banco San Juan, Executive Vice President and General Manager of Southeast Asia Cement Holdings, Inc., and President of the Asian Consulting and Training Group, Inc. (ACT Group).

He is a Chartered Financial Analyst (CFA) and a licensed Certified Public Accountant (CPA) both in the Philippines and in New York, USA. As an academician, he mentors students from the University of the Philippines-Pampanga and the Asian Institute of Management. Prior to his appointment, he was also an Independent Board Director and Chairman of the Audit Committee of the Philippine Electricity Market Corporation (PEMC) and the Managing Director of Credit Rating and Investors Services Philippines, Inc. (CRISP).

In a welcome assembly today, Bustos stressed the importance of NHMFC and the employees as well in the delivery and accomplishment of the housing sector’s services to the people in line with the direction of Vice-President and HUDCC Chairman Binay. He emphasized the value of communal efforts and coherence within the organization when he said “Together, we can do well and do a lot of good!”
